IMPORTING JUNK MAY HARM THE ENVIRONMENT

On October 3, Vietnam Union of Science and Technology Associations (VUSTA) held a seminar "Contribution on amendments and supplements to the regulations guiding the implementation of the Law on Environmental Protection" with the participation of many leading experts in environmental science.

Mr. Mau Tung Phan - Vice President of VUSTA

Speaking at the conference: "Recently, environmental incidents and shortcomings in environmental management have been recorded, posing an urgent need to amend the Law implementation Decrees. The decree must be formulated. so that it is clear about the responsibilities of the related parties as well as convenient in the search.

Notably, there are still many problems that have not yet been clearly managed, increasing the risk of environmental incidents. The workshop aims to absorb the opinions of the scientific community to amend, supplement and continue to improve for a more feasible implementation ".

According to Assoc.Prof.Dr. Nguyen An Luong - Chairman of Vietnam Association of Science, Technology and Occupational Hygiene, the draft revised Decree of the Ministry of Natural Resources and Environment on the Decree implementing the Law on Environmental Protection mentioned management content more than before, especially management of scrap imports.

"We have seen cases like importing 83M floating dumps, importing paper scraps to produce white paper ... causing big impacts not only on the economy and the environment. I strongly agree. the Ministry of Natural Resources and Environment put into management this material "- Mr. Luong said.

Assoc.Prof.Dr. Nguyen An Luong also said that, if conducting the management of imported scrap, it is necessary to clearly define the technical specifications of the types of scrap when imported into Vietnam, when put into the factory and the waste. environment...

With the same point of view, TS. Vu Thuong Boi - Vietnam Chemical Association hypothesized, the case of importing scrap to Vietnam turns out to be radioactive equipment or used to produce uranium, it is extremely dangerous.

"We have learned about importing ship scrap to Vietnam and have to pay the price. It cannot go on, but must quickly put this issue into management right away.

Along with the management, there must be regulations on sanctions in how to handle imported scrap and dismantle it, it is impossible for the Vietnamese environment to bear all "- Dr. Vu Thuong Boi emphasized.

In addition, conference participants also emphasized on the inclusion of asbestos in the toxic list and there is a need for more strict management.

Assoc.Prof.Dr. Nguyen An Luong said that asbestos was listed by most countries in the world and the World Health Organization (WHO) on the list of hazardous products to health.

However, MONRE still has no official opinion on this material.

Experts recommend that the Ministry of Natural Resources and Environment is in the process of amending and supplementing the Decree implementing the Law on Environmental Protection, adding asbestos to the list of materials to be managed.

Notably, the storm that landed in the Central region recently caused the broken, damaged bro-cement roofs of people's houses. There is no problem in using the roofing process, but when the bro-cement roof is broken, people. Asbestos is also believed to be a special cancer-causing killer.

"We should not let the world call Vietnam" a cancer power "anymore. It is time to put asbestos under strict management, an agent of environmental pollution and a toxic agent for human health" - emphasized the expert.

Dr. Bui Duc Thang, General Secretary of the Vietnam Geological Association also said that environmental protection is a very far-reaching problem. Although there are still many shortcomings, import scrap and asbestos must be included in the lists that need management. If the problem is, will correct it. Because without strong control from now on, Vietnam will have to pay more expensive prices for the environment.

In addition, the seminar also focused on discussing regulations on environmental impact assessment reports, state control tools for environmental protection with enterprises, technical standards used as a basis for assessing bad factors to the environment such as noise, wastewater treatment works 72 hours before being discharged into the environment such as regulating lakes ...
